I would think to agree with you to a certain extent NuggetsOfTruth. I would think that its very plausible that other projects where born from the original HAARP project which now have developed into more specific military grade projects.

That might be true,

But the thing is with radio waves, it's physics.
There are cetain limitations and laws governing it.
(Unless they've found a way of doing things as yet not disclosed of course.)

I wouldn't say it's impossible but i'd call it highley improbable based on generally accepted
technology.
